Nuestra Comunidad. Nuestro Futuro.
Tulare has always had the culture, the talent, and the drive.
Now it has the infrastructure to match. Tulare Avanza is a community economic ecosystem — already active, already growing, already here.
Who whe are
This isn't a program. This is a movement.
Tulare Avanza is a community economic ecosystem — operated by IncludUs Labs, rooted in Tulare, and built around the people who already live, work, and create here.
“Tulare doesn’t need to be discovered. It needs to be resourced.”
Community-Led
Ambassadors, promotoras, and outreach coordinators who are from here — not outreach to the community, but by the community.
Systems-Designed
Every program connects to every other. Community Engineering: people, culture, data, governance, and infrastructure working together.
Built to Last
Community partners, health orgs, civic orgs, and regional anchors are the foundation — not dependent on any single contract or administration.
Four engines. One community vision.
Each engine is connected. A vendor at the Marketplace becomes Made in Tulare certified. A certified business joins the network. The network builds the fund.
Tulare Marketplace
Every Thursday at Zumwalt Park — vendors, live music, community resources, and Tulare’s best makers. 1,000–4,000 residents every week.
Made in Tulare
A certification brand for locally produced goods, food, art, and services. Your front door into the Tulare Avanza ecosystem.
Tulare Avanza Network
The business and community network connecting TABN members, civic partners, and anchor institutions across Tulare and the region.
Tulare Community Fund
Micro-grants and micro-loans, community-governed and philanthropy-seeded. The capital layer that makes the ecosystem permanent.
“Tulare Avanza works because Tulare’s people and organizations already work. We built the connective tissue.”
All Tulare residents are growing and thriving together.
The vendor at the Thursday market. The abuela who knows every neighbor on her block. The young entrepreneur with a Made in Tulare seal on her window. The family that just enrolled in city services for the first time. They are Tulare’s economy. They always have been.
Tulare Avanza exists so that every one of them — regardless of language, zip code, or immigration status — can fully participate in and benefit from the economic and civic life of this city.
Economic Belonging
Every Tulare resident has a pathway to start, grow, and sustain a livelihood in their own community.
Civic Participation
Every Tulare resident can access city services, make their voice heard, and shape the future of their neighborhood.
Cultural Power
Tulare’s culture — its language, food, art, and identity — is infrastructure, not decoration.
